In June 2002 John Shoven, an economic professor at Stanford University, wrote a policy   brief, "The Enron-Like Accounts of the U.S. Government." In this document he states, "Steps that would improve the surplus and deficit measures include consistently treating the Trust Funds as separate from general operations of the U.S. federal government."
