Public gets the news, but not the facts

The powers that be (in Illinois, anyway, and for now, at least) are announcing they have a deal.  On June 30th, late in the afternoon.  A “stopgap” budget apparently has been agreed upon, including funding for the Chicago Public Schools.

Coincidentally (or not), June 30th is also the legal due date for the publication of the annual financial report for the City of Chicago.

And just like last year, it looks like the legal due date will come and go, without the publication of the report.  A report with significant implications for the finances underlying any budget agreement.

Last year, Chicago’s report was late, too.  Unless it was selectively distributed before it was generally available. Last year, the letter of transmittal on the report (addressed to the Citizens of the City of Chicago) was dated June 30 – the legal due date.  But it wasn’t generally available for another two weeks.

Did they backdate the letter of transmittal last year?  Did they distribute the report selectively, before publishing it for the City of Chicago?

Are they doing the same thing this year?
