Burke was never indicted in the federal ghost payrolling probe, which targeted a number of employees on the payroll of the Committee on Finance, of which Burke was chairman (a position he retained until he resigned this January). The probe resulted in 35 convictions, including four aldermen, the Cook County treasurer, and a state senator.
